About the Project

What is the project objective?

Implementation of RR-standard in local and regional self-government units in the Republic of Croatia has the aim of systematic gathering data on local and regional self-government units, and developming the unique electronic database. Implementation of RR-standard is based on diagnosis of the current state of the local and regional self-government units, i.e. on diagnostic status of the key factors relevant for development of the local and regional areas and for improvement of population's quality of life.

By implementing RR-standard data from the following areas are being collected and analyzed: Organization and structure, Financial-investment-development features, Geographical features, Historical features and Demographical features. Apart from the above categories, for each local and regional self-government unit through RR-standard general information about the municipality and town, i.e. about the County are being collected. Implementation of RR-standard enables decision makers on local, regional and national level to have an analytical consideration of development capacities and definition of development priorities. Given that the collection of data throughout RR-standard requires systematic and consistent forms, decision makers are enabled to compare and analyze interrelated and comparable local and regional self-government units, and to draft various reports depending on a combination of collected data.

How is the project implemented?

For the purpose of gathering data in all local and regional self-government units, the Ministry of Public Administration will provide responsible persons in the local and regional self-government units (heads of municipalities, mayors and county prefects) the envelopes containing instructions and data needed for accessing the database.

Data collection will start in Split-Dalmatian County, where the he pilot project will be implemented in the period from 14th December 2009 till 19 th December 2009. Upon the pilot project implementation, the following step implies data collection from all local and regional self-government units within the deadlines and in terms timely notified.
