Value-added services and support programs

Value added services and support programmes are products and solutions that is soliciting value added to resources and assets of the client. They provide increased use of resources and assets in relation to their costs, and optimize the effects of utilization of the resources and assets for the wider community. All support programmes are integrated on the platform e-municipality and e-city.

Business plan - Business plan has the aim of demonstrating project's financial viability and profitability for investor and it certifies the loan repayment possibility to creditors in given period. The difference between the Business plan and Investment study is in the fact that Business plan is drafted for projects of lower value and the form of the study is less demanding.

Feasibility study - Feasibility study has the aim of demonstrating project's financial feasibility, justification and sustainability. It also demonstrates that the chosen alternative is correct i.e. that the investments and costs through years are the lowest in comparison to other alternatives. The stated study is usually being created for infrastructure-commercial projects where the source of financing is institutional or combined. These projects usually do not generate profit, yet revenues are made only for the purpose of covering costs of project functioning.

Investment study - Investment study has the aim of demonstrating project viability and profitability for private investor and possibility of returning the bank loan. It is usually created for commercial or infrastructure-commercial projects, where the investors are bank or private investor. These are projects that will make profit and are not budget dependent.

Cost-benefit analysis - Cost-benefit analysis has the aim of demonstrating that the certain project is socially acceptable i.e. that the benefits provided throughout the project are higher than costs from general society point of view. This method is applied for infrastructural projects, financed from the EU funds and/or do not have commercial character and will not make profit, but will ensure minimal funds for functioning or be dependent on the budget of the state/county/local self-government unit upon investment ending. Cost-benefit analysis is usually created for projects that are socially sensitive (they have the large positive or negative impact on society).

Marketing plan - Marketing plan is created in order to define the strategy for development of certain project before the project final setting. In fact, without the adequate analysis and conclusions from the market and preparation of project vision and identification of its final beneficiaries, it is not possible to adequately design the project. Marketing plan is being used for defining concrete product or service in the context of its target beneficiaries’ preferences, corresponding prices and ways of distribution and promotion.

Management plan - Management plan is study which defines a model of organizational management. It is commonly used to define model management of business/economic/en_MEtrepreneurial zone in a way that study suggests: managing body (utility company, development agency, business incubator, municipality and similarly); roles and tasks of the proposed bodies and employees; methods and models of work and other key elements for managing the zones. It can be made for any organization for which is necessary to define the optimal management system (sport facilities, agencies, and similarly).

Asset management plan - Asset management plan is document that allows a local self-government units or public company setting the principle of utilization and asset management that increase the efficient usage of assets owned by or on disposition to the local self-government unit. Asset management is a continuous process which provides: Optimal utilization of resources, decision making based on timely information, model of information management that already exist in the archieves of the town, Organization of portofolio of assets according to form of property and method of exploitation, Increasing the effective purpose of facilites, Reduction and optimization of the aseet maintenance costs, Reduction commizments on the property, Increase current income from the exploitation of property, Reducing expenditures per unit of revenue. It applies to management of: 1.real estate and other tangible assets; 2.rights ( concession ); 3.projects; 4.financial asset ( companies owns).

Plan for restructuration - Programme for restructuration is a document aimed at indicating business long term sustainability and in addition implementing the measures for restructuration. Overall changes within the company can be classified as one of the following: financial, technical, organizational, spatial and innovative (activation of new services). Long term continuity of business is being assured throughout realization of measure combinations that imply the change and result primarily in increased productivity in resource utilization, creation of sufficient demand for companies' services and reaching unique and competitive market position.

Budget analysis of the local self-government units - Consists of the budget analysis of the local self-government units and comparisons with the relevant local self-government units in the Republic of Croatia. In comparing budgets it is shown trends and brief analysis of the basic budget items in the period since 2002. till 2008, while the detailed comparison of budget implementation in 2008. will be done with the average results of the local self-government units and similiar average local self-government units in the Republic of Croatia (with and without the town of Zagreb), then in the county and NUTS 2 region to which the local self-government unit belongs. Subject of consultation are answers to questions what is the original budget of the local self-government units per capita and per employee, what is the potential for self-financing their needs (own resources – budget) and what needs for external financing, what is the investment structure of the local self-government units according to functional classfication (environmental protection, education, services for improving inhabitation and community...), and comparison of these results with the previously mentioned average results of different areas in the Republic of Croatia.

Business Process Reenginering-BPR - Advisory activities aimed at collecting data on the quantities of work, on activities that are repeated or missing, and their comparison with the policy and strategy of the company to finally get the conclusions of the present organizational aspects and its possible shortcomings. Proposal changes the definition of work provides a precise role, characterized by the basic knowledge and professional competences, which are able to respond to increasingly complex requirements of business enterprises. BPR is a critical review and analysis of business processes, a fundamental reflection and radical transformation in order to achieve the same: reduction of costs of the process, achieve the status of best in class, improving key processes and change existing and create new rules of the best in its class, which will be valid for other competitors.
